Eleven markets. That is where LiveRamp’s identity connection to ChatGPT Ads works today, against 63 countries on OpenAI’s ad availability list. ChatGPT Ads connectors for marketers arrive with big identity resolution claims and almost no published match rates. Here is how to test those claims before budget follows the press release.
What the connectors actually do
There are two separate plumbing jobs, and vendors blur them.
The first is conversion measurement. Your server sends purchase or lead events to OpenAI through its Conversions API, either directly or through a hub. The second is audience activation. You upload customer lists so ChatGPT can target, or exclude, people you already know.
On the measurement side, Digiday reported that LiveRamp is the first independent ad tech company to pipe conversion data into OpenAI’s conversion API. Brands could connect directly before, but not through an intermediary. The flow is simple. Transaction data goes to LiveRamp over an encrypted server connection. LiveRamp attaches a hashed email and forwards it to OpenAI. Digiday adds that RampID support is to follow.
That last detail matters. Matching is still OpenAI’s job. LiveRamp passes the data, but the attribution methodology belongs to the platform.
Where the identity resolution claim gets thin
LiveRamp calls RampID durable. The announcement, as PPC Land analyzed it, included no figures on performance, pricing or match rates, and no comparative data behind the durability claim. That is a vendor describing its own product.
The gap runs deeper. OpenAI’s documented audience inputs are email addresses and phone numbers, raw or as SHA-256 hashes, plus Google Advertising ID since late August. RampID is not on that list. PPC Land notes that LiveRamp’s post does not say whether OpenAI ingests an OpenAI-specific RampID or whether LiveRamp resolves back to an accepted key first.
The match rate is the number that decides whether a customer list is usable at all, and neither OpenAI nor LiveRamp has published it.
Why does that matter operationally? PPC Land worked through an example. PPC Land worked through an example in which a 50,000-person customer file matched at 40% yields 20,000 addressable people. Under OpenAI’s rules at the time, that audience falls 5,000 short of the inclusion floor, so it could exclude people but not target them. The exclusion floor has since been removed, but the 25,000 matched-user minimum still applies to targeting lists.
So a mid-sized brand may find the connector useful for suppression and useless for prospecting. That is a legitimate use case. It is just not the one on the slide.
Five questions to put in the vendor call
- Which identifier crosses the boundary? Hashed email, phone, RampID with a partner encoding, or something else? Get it in writing.
- What is the match rate on a file like mine? Ask for a holdout test on your own CRM, by market, not a blended average.
- Which markets are live? LiveRamp did not name its 11. Ask for the list and the expansion dates.
- Who owns attribution? If the platform decides the methodology, you are still trusting OpenAI’s numbers, now with an extra hop.
- What happens to my data after upload? Retention, deletion and onward use need contract language, not a help-center page.
Teams that already run an identity layer should map this against what they own. Our breakdown of CDP and identity overlap is a useful starting point, because many brands pay twice for the same match.
Is hashing a privacy shield?
No, and legal teams should say so early.
PPC Land reports that the FTC said in July 2024 that hashing does not make data anonymous. It also describes RampID as pseudonymization rather than anonymization, and notes that LiveRamp has faced regulator complaints and a lawsuit it disputes. European regulators generally treat pseudonymized data as personal data. LiveRamp points to contractual and technical safeguards.
For a brand, the practical read is this. Sending hashed customer emails to a new ad platform is a data sharing decision, covered by your consent language and privacy notices. It is not a loophole. If you are weighing privacy-safer collaboration, compare it with clean room options and their FTC exposure before defaulting to list uploads.
The neutrality wrinkle
Independence is part of what you buy. Digiday flagged that LiveRamp is set to become part of Publicis, pending deal closure. Advertisers who chose LiveRamp because it sat outside the holding companies may reconsider routing data through it. LiveRamp told Digiday it would operate as a standalone company and acknowledged the question directly.
Consultant Shirley Marschall’s point in the same piece is sharper. A partner with commercial entanglement with OpenAI would be grading its own homework. Write change-of-control and data-segregation clauses into any agreement. We covered how ownership shifts hit measurement in identity resolution M&A and match rate drift.
What to do with creator campaigns
Creator programs complicate the picture. A shopper may see a creator post on TikTok, ask ChatGPT for a comparison, click an ad, and buy in store. Server-side connectors can capture that last purchase. They cannot tell you which earlier touch earned it.
Digiday notes that click-level data from the connector is still to come, so for now you are mostly working with transaction signals. That suits retail and CPG brands with strong till data. It suits lead-gen and long-cycle B2B much less. If your CRM is the system of record, test the pairing using the layered approach in our CDP and CRM attribution test.
Budget posture should match the evidence. Digiday’s reporting says marketers still don’t know whether the platform behaves like a high-intent purchase engine, so budgets stay experimental. Treat them that way.
FAQs
What are ChatGPT Ads connectors?
They are integrations that move your data into OpenAI’s ad platform. Conversion connectors send purchase or lead events through the Conversions API. Audience connectors, such as LiveRamp’s, turn first-party customer lists into Custom Audiences for targeting or suppression.
Does LiveRamp’s connector prove ChatGPT ads drive sales?
Not by itself. It passes your transaction data to OpenAI. Digiday reports that the attribution methodology belongs to the platform, so the connector improves data flow but does not independently verify results.
Is the integration available everywhere?
No. LiveRamp says the audience integration is live in 11 markets and will expand over time. Digiday reported that the conversion connection launched as U.S.-only and limited to select mutual clients of OpenAI and LiveRamp.
What match rate should I expect?
Nobody has published one. Run a test with your own customer file and compare matched users against OpenAI’s audience thresholds before planning targeting around it.
Is hashed customer data safe to upload?
Hashing reduces exposure but is not anonymization. Per PPC Land, the FTC has said hashing does not make data anonymous, so consent, notices and contracts still apply.
Should influencer-led brands use it now?
Pilot it if you have strong first-party purchase data and a clear suppression or lookalike use case. Cap spend until a holdout test shows incremental lift.
Next step: before your next vendor call, send LiveRamp and OpenAI one written request for the identifier path, the 11 live markets and a match rate on a sample of your own CRM file. Fund a test only if the answers come back in numbers.
