Creator Ad Spend Grows 4x Faster, Budgets Need CFO Proof

The creator economy gets quoted in headline totals that dwarf anything on your media plan, and your budget probably does not reflect it. Your media plan probably does not reflect it. Industry totals mix creator income, platform payouts and ad dollars, so the number alone tells you little about your budget. What matters is the slice that brands control and how fast it is growing. That slice is growing faster than almost anything else on the plan.

Which total are we talking about?

Start with definitions, because the headline number hides them. “Creator economy” can mean direct creator income, platform revenue shares, brand sponsorships, tooling, or all of it blended. Different analysts draw the boundary in different places, which is why you see wildly different totals for the same year.

Business Insider (syndicated on Yahoo Finance) describes the creator economy as a $250 billion industry, and notes that Goldman Sachs estimated it could reach $480 billion by 2027. Those broad estimates dwarf any narrow ad-spend measure. That tells you the milestone depends on what is counted, not on a single agreed measure.

For a brand buyer, the broad total is a vanity metric. Your question is narrower: how many advertising dollars flow to creators, and how quickly is that line growing against everything else you buy? We unpack that gap in our piece on where the money flows.

The number that should touch your budget

The most useful data point comes from the IAB. Its release says U.S. creator ad spend more than doubled from $13.9B in 2021 to $29.5B in 2024. The same release projects $37 billion for 2025, a 26% increase year over year. The same release puts overall media industry growth at 5.7%, so creators are expanding about four times faster.

Creator ad spend is growing about four times faster than the media industry overall. If your creator line grows at the rate of your total media budget, you are under-allocating relative to the market.

That is not an argument to move money blindly. It is an argument to ask why your creator line is flat while the market is not. We covered the same dynamic from the budget side in influencer budgets outpacing media spend.

    From tactic to channel

The structural shift matters more than the growth rate. Brands now treat creators as a distinct channel, not a tactic inside social. The IAB found that 48% of ad spenders consider creators a “must buy”, behind only social media and paid search.

A “must buy” gets planned differently. It gets its own line, its own owner and its own reporting. Many brands are still funding creators out of social, brand and PR pockets at the same time, which makes the true total invisible. Consolidation is already producing new roles, as we saw with the head of creator media.

What the growth curve changes in practice

Higher spend brings higher scrutiny. Here is where I would expect pressure in the next planning cycle.

    • Measurement. The IAB found that 40% of buyers rank overall ROI as their top KPI for creator campaigns. “Reach and vibes” will not survive a seven-figure line. Tie programs to pipeline and revenue, using a scorecard such as pipeline velocity.
    • Vendor discipline. Creators are paid media suppliers now. Contracts, usage rights and audit trails should look like any other ad buy.
    • Pricing. More brands chasing the same talent pushes rates up, especially in the smaller tiers.
    • AI exposure. Adoption is rising faster than governance.

Where does the extra money actually go?

Not just awareness. The IAB lists building brand awareness (43%) and reaching new audiences (41%) as the top campaign goals. Driving online sales or conversions ranks fourth at 32%. So creators are being used across the funnel, and your budget model should allow for that.

Practically, that means splitting the line by objective rather than by platform. Awareness flights can be judged on reach and brand lift. Conversion flights need tracked links, codes and incrementality tests. Mixing them in one report is how programs get cut in a downturn. Our guide to rebuilding the model as spend grows is in this budget model piece.

The risks nobody puts on the slide

Growth is not clean. The same IAB release flags two friction points. First, finding the right creators is the biggest hurdle for about a third of brands. Second, 95% of advertisers have concerns about using AI in creator marketing, with loss of human connection the top worry. IAB CEO David Cohen also called for clearer standards and better measurement as the category matures.

Those gaps are your risk register. Fragmented partnership models and siloed budgets make audience fit hard to verify at scale. Standards lag spend, a theme we explored in creator ad spend and the standards gap.

Spend is scaling faster than the controls around it. The brands that win the next phase will be the ones that can prove what each creator dollar returned.

    A practical allocation approach

    1. Audit the true total. Add up creator spend across social, brand, PR, affiliate and performance teams. Most brands undercount.
    2. Benchmark the growth rate. Compare your creator line with total media growth. Compare your own creator line with the industry growth rates cited above, and ask whether any gap is a choice or an accident.
    3. Ring-fence a test budget. Fund new formats and creator tiers with a fixed share, and set success criteria before launch.
    4. Standardize contracts and vetting. Treat creators like ad vendors.
    5. Report in revenue terms. Finance will ask, so answer first.

I would also resist one trap. Do not treat a growth statistic as proof that your own program works. Market growth tells you where competitors are going, not whether your creators convert. Use it for context and run your own tests for proof.

Next step: this week, total every creator-related dollar across your teams, then compare that line’s growth with your overall media growth before your next planning meeting.

    FAQs

Has the creator economy really passed a headline milestone?

It depends on the definition. Broad estimates that include creator income, platform payouts and tools run higher, and Goldman Sachs estimated it could reach $480 billion by 2027, according to Business Insider. Narrower ad-spend measures are smaller. Always check what a total includes before using it in a budget case.

How much do brands spend on creators?

According to the IAB, U.S. creator ad spend is projected to reach $37 billion in 2025, a 26% increase year over year from $29.5B in 2024.

How should creator spend be classified in the media plan?

Treat it as its own channel. The IAB found that 48% of ad spenders consider creators a “must buy”, so a dedicated line with a clear owner and reporting makes sense.

What KPIs should I use to justify a bigger creator budget?

Match the KPI to the goal. Use reach and brand lift for awareness, and tracked conversions or incrementality for sales. The IAB found that 40% of buyers rank overall ROI as their top KPI, so be ready to show revenue impact.

What are the biggest risks as creator spend scales?

Creator selection, weak standardization, contract gaps and AI use. The IAB reports that 95% of advertisers have concerns about using AI in creator marketing overall. Build vetting, contract terms and disclosure checks into the process early.

Should I move budget from paid social to creators?

Not automatically. Test with a ring-fenced share, compare results with your paid social benchmarks, and shift only where creator-led work proves out on your own metrics. You can read more in our look at testing creator ad claims.
